Go to your local state park. They will be plenty of activities there. Or go bowling. An arcade would be fun also(a large one made for teens and people that are older, not a Kidd one). If there is an amusement park where you live like six flags, then go there.
How fun you are! And a gentlemen, I hope! If you live in a city with public transportation, take a ride to a play, or "little theater", generally not too expensive. Or a studio, where you can do art. What about go kart rides and game rooms? Horseback riding?

Picnics are always a good idea - especially if you include flowers in the basket. Doesn't matter where it is, either - she knows you can't just drive her somewhere. So picnic in the yard - hers or yours.
Try a movie night at the house - it's OK to arrange it with your parents. Make her something for dinner, grab her favorite movie, make some popcorn, and ask your parents to give you some privacy (lights on!), and make sure they're OK with it.
