Two years age difference doesn't matter at all, until you turn 18 and he's 16, but that's a ways off. The best advice I can give you is to flirt with him, start there. If you are sure he likes you, then you have to go for it. Being shy and waiting for the guy to talk to you or ask you out will just guarantee that you will live lonely. Be aggressive...he'll be your in no time.

Honestly, at this point in your life.. It really shouldn't matter who you date.As long as you can handle the fact that people may have negative opinions about it, that is.Look.. love is love.. no matter at what age or what point in our lives. If you like this kid, and he likes you.. what's the problem? Why not just simply give it a chance? Two year's is not too far off, even if it may seem like it.Good luck sweetheart =]Just remember to follow your heart.
