the fact that u said "is he SPECIAL to me" tells me that he is, so stop second guessing itself. you also said that u want to date him right? then that means that you do. now the question becomes, "if u never see him again tom will you be mad at yourself for the rest of Ur life because you didn't take the opportunity to tell him how u felt and how u would have loved it if both of you went out?"

I can really understand u r condition Ur feeling for that guy but let me tell one thing as u like him he to might be liking u its only that guys dint really express there love quickly but i am sure he might be having same feelings for u as u have.
