I'd say the girl should start by approaching the guy, and try to get to know him. Strike up a conversation.

Well, you never know if you don't try. Some guys won't approach a girl even though they might like her, because they're shy, or because Ethe think the girl doesn't like them. I would tell this girl to let the guy know, in some not-too-obvious way that she is interested, and see what happens. Life is short.

If a girl is a secret lover, she will be a secret for the rest of her life. You got to let the other person know if u love him, otherwise how the hell would he know? And if u start loving him deeply and one fine day you know he has a girl friend, Ur heart would break. So let him know, and if he doesn't like you for what ever reason, just forget it and go on. Thats not the end of world. Remember, we will always find a better person. Life is short and it is a one time event, so dint let Ur life get messed up because of someone else. Be happy and have fun.

I think it would be smart of the girl to try to at least "meet" the guy. Start a conversation, get to know the guy. If they have some things in common, then they may hit it off. Otherwise it will just remain a crush. Boys can't read minds and they won't know you (or your friend) exists if you don't let yourself be known.
